Air Services Charter

Refers to air services carried out on a non-scheduled basis by airlines for the uplift of passengers, cargo and mail through charter services for hire and reward.

Passenger Charter Services

  1. For Local airlines

    Charter services complement or supplement scheduled air services in 3 niche areas as follows:

    • Charter services could provide flight services to destinations which scheduled airlines do not operate;
    • Charter services provide flight services to international destinations which has limited traffic rights. In addition to that, there may be instances whereby scheduled air services encounter technical difficulties such as shortage of aircraft or air crew. In this regard, charter services could support scheduled air services during these difficulties;
    • Charter services offer tour packages which are not offered by the scheduled air services. In this regard, charter services could spur the nation’s tourism industry.

  2. For Over​seas Airlines

    The service charter is expected to support scheduled airline service in the following niches:

    • Services charter flight service was held to enable the route that are not provided by scheduled airline operations;
    • Charter service also allows flight service held to walkways have scheduled flights due to limitations the frequency of traffic rights constraints. In this respect, the services charters also seen able to act to support scheduled airline service;
    • Charter service also offers tour packages which such services are not provided by scheduled airlines. With this it is hoped that flight service charter can catalyse progress national tourism sector.

Cargo Charter Services

  1. For Local Airlines

      The main objective of local cargo charter services is to allow locally registered carriers to uplift cargo from Malaysia or from any international destinations to any destinations in Malaysia or international destinations. The charter services would support scheduled air services in 2 niche areas as follows:

    • Charter services could provide flight services to destinations which scheduled airlines do not operate;
    • Charter services provide flight services to international destinations which has limited traffic rights. Besides that, there may be instances whereby scheduled air services face technical difficulties such as shortage of aircraft or air crew. In this regard, charter services could support scheduled air services during these difficulties and also enhance local logistics sector.

  2. For Foreign Airlines

      The main objective of cargo charter services is to allow foreign registered carrier to uplift cargo from any international destinations to any destinations in Malaysia. The charter services would support scheduled air services in 2 niche areas as follows:

    • Charter services could provide flight services to destinations which scheduled airlines do not operate;
    • Charter services provide flight services to international destinations which has limited traffic rights. Besides that, there may be instances whereby scheduled air services face technical difficulties such as shortage of aircraft or air crew. In this regard, charter services could support scheduled air services during these difficulties and also enhance local logistics sector.
