Strategic Planning and International Division (SPID) was established on January 1, 2015 through the merger of Policy and International Division and the Parliament and Cabinet Division. The merger was carried out under the Ministry of Transport’s organisational restructuring and strengthening program approved via Establishment Warrant No. K 32 Year 2015 by the Ministry of Finance.

SPID is responsible for spearheading efforts to formulate policies and direction of the Ministry of Transport in accordance with the Government to strengthen the country's transport sector. These tasks include managing domestic and international policy planning in the transport sector, the development of the transport industry as well as matters related to facilitation and regulatory national transport sector. This section also be responsible to spearhead the initiative and Bumiputera Economic Empowerment program (PEB) in the transport sector. SPID is also the focal point for all international cooperation initiatives either the transport sector and multilateral regional level. SPID was also given the responsibility to coordinate all matters pertaining to Parliament and the Cabinet level ministry.

PID organizational structure consisting of four (4) units as follows:​

  • Policy Unit (Transport Industry Development, Transport Facilitation, Regulatory and Strategic Management);
  • Bumiputera Economic Empowerment Unit (PEB);
  • International Unit; and
  • ​Parliamentary Assembly and the Cabinet.​
  • Coordinate feedback on policy issues within seven (7) working days
  • ​​​To carry out research on the development of the transport sector in the first six (6) months to a year
  • To provide statistical information within three (3) working days
  • To update the statistics on the website of the Ministry of Transport on a quarterly basis
  • Coordinate input / feedback on international issues for the transport sector in a timely manner
  • Plan and coordinate the work of organizing meetings / seminars / international conferences within the prescribed period
  • Plan and coordinate an official visit / visit the guest of honor Minister and Secretary / delegates from inside and outside the country within three (3) working days
  • Coordinate the preparation of the Cabinet's feedback within two (2) working days
  • Coordinate the Parliament includes the provision of answers and input to Parliamentary questions, Royal Address and winding within five (5) working days
  • Assess, plan, evaluate and formulate policies modes of transportation of air, land (private vehicles) and maritime consistent with national development
  • To conduct research and evaluate the development of the transport sector for the purposes of planning for the future
  • The Secretariat to the Policy and Planning Working Group Committee, Ministry of Transport headed by the Secretary General of the Ministry and the Ministry of Planning and Policy Committee chaired by the Minister of Transport.
  • Secretariat for strategic planning of the Ministry of Transport.
  • Coordinate the preparation of the Strategic Plan for Bumiputera Economic Empowerment Ministry of Transport, the preparation for the KPI report of Bumiputera Economic Empowerment initiative of the Ministry of Transport and the Secretariat for the Committee meetings and the annual retreat
  • Secretariat of the Dialogue Session Concerning the Implementation of Bumiputera Economic Empowerment with the Industry Stakeholders and related parties.
  • Advise the Top Management of Ministry of Transport on policy issues involving international relations and regional cooperation in the transport sector.​​
  • To coordinate and monitor the implementation of the program of regional and international cooperation in the transport sector.
  • Being a national secretariat and focal point for the transport sector in the ASEAN / international.
  • Formulating strategies and build networks of cooperation in the BIMP-EAGA Region / IMT-GT / ASEAN / international in the field of transport.
  • Coordinate and manage matters relating to Parliament
  • Coordinate and be a focal point for matters related to Cabinet.
  • To plan, formulate and monitor the implementation of transport policy in accordance with national and international development goals
  • Coordinate the implementation of the Bumiputera Economic Empowerment initiatives of the Ministry of Transport
  • Coordinate regional and international cooperation in the transport sector
  • Coordinate the matters relating to Parliament and the Cabinet in the Ministry of Transport
