Research and Planning Division was established as a result a result of the organisational restructuring in the Ministry in October 2008. The role of this division is to ensure that planning and research related to transportation is implemented effectively in accordance with the existing transportation policies. This division is divided into four units;
- Policy, Strategic Planning and Innovation
- Public Transportation
- Logistics and Supply Chain Management
- Statistics and Data

- Coordinate the feedback on policy issues within 8 working days.
- Conduct studies on transport sector development within 6 months to a year.
- Provide updated statistical information within 3 working days.
- Update statistical information in the ministry's website quarterly.
- Publish Annual Transport Statistics before 30th June every year.
- Monitor and review the Ministry of Transport’s Strategic Plan (2008-2015) once a year.

- To coordinate and monitor the implementation of Ministry’s Strategic Plan.
- To study the effectiveness and evaluate the logistic and supply chain management issues.
- To coordinate, study and analyse issues pertaining to public transportation.
- To collect, update and disseminate transport statistics to clients and stakeholders.

- To develop a strategic, integrated and practical national transport policy;
- To ensure a high technology, modern and efficient public transport system;
- To support country’s economic growth by improving logistic and supply chain management quality;
- To strengthen and ensure transport statistics are consistently updated and reliable.
