The Administration and Finance Division was officially established on the 15th of July, 2010, in accordance with the restructuring program of the Ministry of Transport which combined the existing Finance Division with the Administration and Asset units originally under the Human Resource Management Division. This division is responsible for the management of budget, procurement, assets, financing, and administration of the Ministry of Transport and all Departments and Agencies under the Ministry.
  • Prepare and inspect the Ministry’s annual budget estimate for Operations and Development Expenses within 2 months from the date of the Treasury Letter.
  • Distribute annual budgeting warrants for the Ministry and Agencies for Operations and Development Expenses within 5 working days of receiving the General Warrant from the Treasury.
  • Inspect and process completed applications for fund transfer / additional funding from the Ministry and Departments within 7 working days.
  • Hold Tender Board Meetings / Quotation Committee Meetings every month and achieve a resolution within 1 day.
  • Manage the Tendering process within 60 days of recieving specifications and complete documents from a Division / Unit.
  • Manage the process of Quotations within 30 days of recieving specifications and complete documents from a Division / Unit.
  • Issuing the Letter of Acceptance within 1 working day of recieving the final decision from the Treasury of Tenderboard/Quotation Committee.
  • Issue Local Orders / Government Orders through the eP and eSPKB system within 3 days of receiving a complete and approved application.
  • Inspect and process operations and development expenditure payments with complete documents/bills within 9 days.
  • Inspect and process applications for Personal Advances, Winter Clothing, Computer Funding and Vehicle Loans within 7 working days of receiving a complete application.
  • Ensure that issues and complaints are answered within 3 working days.
  • Ensure that applications to exit the country (for personal affairs) are answered within 2 days of receiving a complete application.
  • Managing maintenance of office equipment, furniture and vehicles as scheduled to ensure conditions suitable for use at all times.
  • Ensure that meetings and celebrations by the Management Services Division are implemented according to current rules and regulations.
  • Perform Security Patrols within the building twice a day;
  • Issuance of Security Passes within three (3) days of receiving a complete application; and
  • Implement and enforce services involving the lending and returning of reading materials from the library promptly.
  • To prepare the annual operating and development budget for the Ministry.
  • To coordinate the budget preparations of the departments and statutory bodies.
  • To monitor the performance of the operating and development expenditures of the Ministry, departments and statutory bodies under the Ministry of Transport.
  • To ensure contract and procurement procedures are adhered to.
  • To coordinate documents, physical, personal and records safety affairs of the Ministry and Agencies and Departments under the Ministry.
  • To provide secretariat functions for the Financial and Account Management Committee, Procurement Committee, Price Negotiation Committee, Tender Board Committee, Task Force e-Perolehan Committee, Management Meetings, Morning Meetings and Celebrations / Ministry events.
  • To Coordinate the appointment of the Board of Directors of statutory bodies under the Ministry, Statutory Bodies Consulting Committees under the Ministry, Statutory Bodies Piloting Committee under the Ministry, Board Members from among the officers of the Ministry for statutory bodies outside of the Ministry and Board Members for Government Linked Companies under the Ministry of Transport.
  • To provide support services pertaining to budget, contract and finance matters for the Ministry, departments and statutory bodies under The Ministry of Transport.
  • To ensure that finance, budget and contract matters are handled efficiently and effectively.
  • To provide efficient and capable supporting services to other Divisions/Units under the Ministry in matters concerning Meeting and Committee Secretariat duties for the Ministry, Office Management and Supporting Services, Safety Measures and Records.
